Distinction from Other Procedures

Complex issues that are relevant in various locations and affect all layers cannot be addressed using M-INIT. An empty downtown is a cluster of sources of crime and necessary measures.
A green space where crime is on the rise, temporary measures due to the renovation of the municipal theater, traffic bottlenecks, a playground that isn’t being used, and finding a use for a historic monument with citizen participation—these are cases for M-INIT.

Scope of Application: M-INIT is used only for municipal interests.

M-INIT cannot be applied to companies. Drift control in companies involves aligning with a target path; drift is subject to a qualitative assessment. To this end, MOAT (system-level analysis) and LEX (individual-level analysis) are the tools used to identify the areas and levers needed to align processes and behavior with a specified optimal state. Depending on the problem at hand, M-INIT would degenerate into a LEAN process.

M‑INIT — A Precise Method for Municipal Initiatives

M‑INIT is a load- and performance-oriented method that enables municipalities to determine the effort and scope of an initiative before it is launched. In municipal tasks, the boundaries between action and impact often blur amid overlapping forces. Drift from directly involved, indirectly involved, and uninvolved but present emitters creates patterns that behave like a point cloud: concentrations, dispersions, directions, and speeds can mean anything—and rarely is determining the source of disturbance as simple as a three-day heavy metal festival in the neighboring village.

Local governments need steady improvement in an environment of visible continuity. At the same time, they need relief at critical points—and as soon as possible. Achieving both at the same time is virtually impossible, both practically and politically. Every measure would be a gamble: an idea that must be evaluated, assessed, and decided upon. The larger the measure, the greater the divergence in opinions, assessments, and political expectations. Everyone wants flagship projects—but only if they serve their purpose.

M-INIT reduces the risk of misjudgments and misallocations. It identifies measures, costs, and impacts based on the actual status and drift profile of a specific case. Municipal-wide tasks are not covered here; for these, MOAT and Drift-Radar are the tools for a comprehensive, integrated analysis.

Procedure

  • The municipality identifies a problem and a goal related to an issue at a specific location.
  • There must be a willingness to act at this location.

  • A selectivedrift radar examines the situation and location in relation to the question at hand. It confirms and differentiates the problem based on a pattern. If the cause is not located in the target area, the process is terminated.

  • On site, LEX (Local Envelope Exposure) is used to perform a thorough pressure space test across all layers. According to emitter theory, which underlies all MOAT procedures, even a vacuum is considered an active space.

  • Where applicable, inflows and outflows are traced back to sources, destinations, or diffusion points. This serves as the final counter-measure to the assumed localization and the need for action.
  • The flow and force analysis reveals the missing counterforces in the spatial-functional layers. LEX determines their position (location), nature (type), direction (strategy), and extent (strength).
    Time-limited measures (actions) are not taken into account here. The spirit of the times is addressed in individual analyses that examine their viability and tipping points based on real-world projects (PEC).

  • This data can be used to determine which previously unknown measure has the desired effect, how much effort is required, what obstacles and resistance arise, and what consequential effects and synergies are triggered by the initiative.
